A statue of General John B. Coulter opposite the Eulji Mundeok statue at the rear gate of Seoul Children’s Grand Park. It was first put up in Itaewon in October 1959 for reconstruction work after the Korean War and moved here in 1977. Coulter (1891–1983), then deputy commander of the U.S. Eighth Army, commanded I Corps in 1950, helped halt the North Korean advance, and led support for the September counterattack. From 1952 to 1958, after retirement, he headed the UN Korean Reconstruction Agency and oversaw more than $200 million in spending.
